Responsibilities for this position may include but are not limited to:

Safety Management
 
  • Champions Operational Excellence and the Area Safety Programs
  • Leads and maintains secure, safe, efficient, reliable and environmentally sound working environments for CBRES employees, customers and all site operations, including Security, Corporate emergency plans, and input into opco business continuity plans, by complying with Policy 530 (Protecting People and the Environment) and the Operational Excellence Management System (OEMS)
  • Ensures CBRES OE and HES objectives are met within area.  Advocates OE and HES program participation through recognizing and rewarding safety successes and activities, being positive about the safety and health program, and setting an example via personal behavior
  • Oversees the area plan to provide tenant’s life safety training, site emergency preparedness and helps facilitate Opco business recovery planning
  • Oversees site safety program for employees and contracts including training of operating personnel in EHS matters
  • Regional Advocate for relevant OE Process(es) providing regulatory and technical support while promoting fluency among APAC sites.  Coordinates HES facility audits across all facilities in APAC as Regional Advocate
  • Ensures Operational Excellence and Safety Programs are fully supported and implemented. (Advocacy roles in OE processes.), having the annual V&V plan, ensure execution and report out the result
  • Leads and participates in sites OE MSP and ensures adequate resources to sustain world class performance in OE
  • Develops, documents and maintains standard operating procedures consistent with and in support of Policy 530 operating and reporting requirements
  • Ensures compliance with all HES, Federal, OSHA, State and Corporate regulations and standards
  • Reviews and Coordinates of contractor safety plans, and is a member of the facility safety committee and the resource conservation team
  • Ensures compliance with and oversees all aspects of CHESM for Operations and Maintenance Team and contractors at site

Operations & Maintenance Management
 
  • Directs and manages all area business services and facility operation management necessary to provide highly effective workplace and business services to operating companies and departments in Singapore and Malaysia
  • Manages all Operations and Maintenance activities and critical building systems
  • Provides leadership for area business and facility services supervisors, employees and contractors in CBRES managed office buildings
  • Meets with the local operating company and corporate leadership to review service needs, current and future charges/expenses, and satisfaction levels
  • Meets with key site management or facility councils to review service needs, current and future charges/expenses and satisfaction levels
  • Manages contracts for 3rd-party leases, leased-in space, building security, tenant services, operations and maintenance, janitorial, energy management, “utility services”, and administrative support
  • Oversees the maintenance and integrity of actual building systems mechanical, electrical, plumbing, grounds, roads, infrastructure, power, exterior and interior by implementing an inspection and routine maintenance program
  • Negotiates and administers all business operation repair and maintenance contracts.  Monitors contractor performance with specifications and compliance with company policies
  • Responsible for site compliance with federal, state & local laws and regulations
  • Ensures the Preventive Maintenance plan is adhered to for all critical equipment both under Building Management and self-ownership, ensure the plan get executed accordingly
  • Ensures adequate communication to the site customers/tenants about CBRES activities that will impact them. Develops and nurtures customer relationships
  • Oversees quality of work and adherence to contract specifications.  Stays abreast of mechanical operations
  • Develops Service Level Agreements for Operations and Maintenance services
  • Responsible for the planning and execution of projects – on time, on budget, and value delivered. Provide management oversight and support to Project Team in capital projects
  • Uses CPDEP, CPDEP for Change and CSOC to improve decision quality and implementation
  • Oversees the preparation and maintenance of all necessary building operations manuals and procedures, ensures his/her staff is adequately trained in their use and requirements
  • Actively participates in O&M functional network to develop efficient, consistent operational practices across the region
  • Works closely with Security and Safety specialist to ensure safe workplace
  • Oversees security operation management by a contractor, giving strategic direction and proactively identify the improvement areas in the building operation, discuss and plan implementation with all stakeholders/contractors, develop the programs to enforce, encourage, or raise awareness of building safety

Site Services Management
 
  • Manages all service delivery at the site including; conference rooms and where appropriate conference centers, business office services (including MFP, office supplies, etc.), mail, café, shipping and receiving, parking services, commute program, and pool cars (maintenance, tax and titles, replacement, repairs)
  • Ensures the use of standard processes and tools to increase consistency, efficiency of execution, and reduce costs and works with the Operations Support group to ensure alignment with standard and optimized processes
  • Analyzes workforce required to meet customer demands and recommend training and staff levels
  • Maintains personal effectiveness by keeping up with trends and technology in the industry and by personal development activities; maximize value of business tools suite
  • Provides leadership to direct reports by defining expectations, measuring and evaluating performance, and rewarding superior achievement
  • Develops and/or implements measurements to assess results and process performance
  • Partners with customers to ensure expectations are met and obtain feedback on services provided
  • Initiates and maintains frequent contact with internal and external customers, responding and anticipating changing needs
  • Aligns tactical and strategic work unit objectives, determine measurements and track results
  • Supports operations on site services functions (Ariba, Synergy, OE processes)

Capital Asset Management
 
  • Accountable for area facility assets and master plan which ensures asset value retention and is responsive to customer requirements
  • Works with Opco Customers and Regional Planner forecasts space needs and develops master plans for facility occupancy
  • Oversees the implementation of facility and occupant movements to effectively manage all associated asset tracking
  • Enables business strategies for local operating companies and corporate departments
  • Develops long range real estate master plans that ensure highest workplace effectiveness, improve site efficiency and asset utilization, ensure highest safety and customer satisfaction
  • Ensures coordination of Property, Plant and Equipment Records to ensure that capitalized assets are properly recorded, transferred or written-off as required
  • Ensures team manages all aspects of the annual Furniture Management Program
  • Oversees site asset inventory and warehousing of surplus furniture and materials
  • Accountable for SOX compliance with facility assets

Operating & Capital Expenditure Management
 
  • Oversees all aspects of budget, expenditures, customer satisfaction, and benchmarking activities.  Accountable for management and execution operating budget, capital expenditure budget and recoveries for all services within area
  • Monitors monthly expenses and allocations, analyze variance between target and actual
  • Analyzes cost and develops prices for services provided, communicating pricing structure to customers
  • Monitors recovery and site recovery models
  • Directs work to stay within operations budget limits
  • Approves and/or recommends approval of significant payment requiring Regional Manager’s approval
  • Develops capital and expense operational projects for Operations and Maintenance
  • Manages all aspects required for the development of facility budgets including annual comprehensive capital, expense and recovery budgets
  • Monitors capital and operating expenditures and report to the Regional Manager on performance and variances
  • Works with BRES Finance, Regional Planners and OpCo Representatives for changes to billing, expense reversals, job log requirements and repetitive billing charge adjustments
  • Presents and discusses with BU Leaders on business plans, budget, billing and cost recovery detail

Organizational Capability Management
 
  • Creates and implements training and development targets for all employees within area
  • Demonstrates effective leadership and develops the leadership skills of others
  • Directs and manages activities of direct reports.  Direct the work of workforce and provide mechanical, technical and operating council and guidance
  • Provides leadership to direct reports by defining expectations, measuring and evaluating performance, and rewarding superior achievement
  • Conducts PMPs and CDPs with direct reports
  • Develops succession plan in conjunction with Regional Manager’s succession plan for the APAC region
  • Provides performance feedback for personnel with dotted line functional reporting and regional employees
  • Leads holistic approach to personnel development through company and team conceptualized Diversity and Inclusion activities
  • Ensures clear roles & responsibilities and performance metrics among direct report
  • Looks ahead for learning opportunity for the direct report and keep their capability up to the market standard
  • Ensures SOPs, onboarding and transition documents of all direct report are maintained up-to-date

CBRES Capability
 
  • Participates in various functional areas and networks within CBRES and sets the expectation for regional employees to do the same
  • Looks for and shares best practices across the function and within the Community of Practice
  • Increases the knowledge and innovation applied to decisions and actions by taking a leadership role in the Community of Practice
  • Develops innovative practices to improve the efficiency of business execution
  • Promotes the use of standard processes and tools to increase consistency, efficiency of execution, and reduce costs. Participates in Community of Practice sponsored discussions. Publishes material to the library
  • Networks with other internal Chevron groups and external groups to leverage and share best practices
  • Identifies and includes specific Community of Practice contributions to employee PMPs

Business Continuity & Emergency Management
 
  • Area Facility Manager is the Crisis Manager for all facility emergencies, and is a member of the Singapore/Malaysia Crisis Management Committee for all local emergencies
  • Develops and maintains CBRES BC Plan in conducting/participating in the creation/update of the site Risk Assessment, Business Impact analysis, Emergency management and Business Continuity Plan documents
  • Provides advance information, updates and preliminary analysis of Business Continuity/Emergency Management-related Facility and Security developments as the Facilities and Security adviser of the MSSC Core Screening Committee
  • Addresses and provides timely updates/analysis on facility and security related concerns/developments to the Crisis manager of the Manila Shared Services Center Crisis Management Committee as the Facility/Security Adviser
  • Addresses BC/EM facility concerns in all Philippine CBRES sites and provides appropriate updates/analysis to the Crisis Manager of the Multi-OpCo Manila Crisis Committee as the Facilities Adviser
  • Supports Emergency Response Preparedness activities, including but not limited to Conduct Office Emergency Sessions, Provide training to new comer or refresh training to ERP team when required, Annual plan Security and Safety Drill Scenarios and lead the exercises accordingly, Coordinate the annual drill with the landlord and ensure the report submission to Authority, Ensure facility safety guide and training deck is updated, Work with landlord to maintain the muster point signage and agreed evacuated routes
  • Act as Facility Security Officer for the facility, ensure the Site Safety plan in place and update and effectively execution

Required Qualifications:
 
  • Bachelor's Degree in Mechanical Engineering, Electrical Engineering, or equivalent
  • At least 8 years of experience in relevant field
  • Experience in budgeting and project management
  • Good management and communication skills
  • Good computer application skills

Preferred Qualification:
 
  • Experience in managing a team remotely
